I recently upgraded to a MacBook Pro 2017. On my previous Macbook, I was running Windows 10 via Bootcamp and had installed Parallels.

I used Windows to run one program for work that was not available on MacOS. But I do not need that program anymore. So I have no reason to install Windows 10 on my new MacBook.

My question is if I can sell the used copy of Windows 10? It is no longer installed on any computer. In the past, I know there were issues trying to activate an old license on a new computer.
 
It is better to refer to Microsoft software license policies but I guess you cannot resell your used license.
 
If is an OEM license. Those are not transferable to another machine. Retail licenses are transferrable. Although they'd likely have to call into the phone activation system to activate it.

As for resale. I doubt the license agreement allows it. As I understand the law in the US. Vernor v. AutoCAD says you have the legal right to resell it under the First Sale Doctrine. However, Microsoft is under no legal obligations to support it (i.e. Activate it).
