You are asking us to compare apples and oranges.
It's not crazy if you need a smartphone and don't need a tablet, or need a smartphone more than a tablet. Only you can answer that.

Keep the iPad, sell the 4S and upgrade to the 5. If you really don't need the iPad then sell it, that should be a decision that's separate and exclusive regardless if you want the keep the 4S or the 5.
Hold up, if its like a 16Gig iPad 3 or something it might be worth letting go while values are still somewhat strong. That amount of space is getting tight on the new iPad and we might see the rumored mini collect the 16 gig and maybe even 8 gig market for decreased costs. If the full sized drop at 32/64/128 next time around and/or the 16 is dropped next month, it might become a hard sell.

id miss it but, it have a 4S. I just have to wait till 2014 for my upgrade
Why not simply be content with you 4s? Based on your thinking, you will run into this issue every time a new product is launched. You are creating a need.
