I have a year old Macbook Pro 17." I do graphic design (but not so much these days, but I use Photoshop/Illustrator frequently), and I also run a business of the laptop and have to use Windows 7 for Quickbooks and Stone Edge. Can I get away with a base Macbook Pro 13, or am I crazy to sell the pro for it?

I'd say given your intended purpose, you'll be better served with the MBP.
More storage, more ram capacity, and a larger screen which will make using PS much easier on the eyes and provide more screen real estate.

I'm selling my 15" 2008 MBP for a 13" MBA... but my process is quite different than yours... I don't do as much photo or video editing - for you the MBP may be more useful - if it works, why switch... For me it was the mobility as I tend to carry a laptop with me most of the time...
