iPad Selling iPad3 remove sim or not?

I plan to put my iPad on eBay and am not sure if the buyer will need the sim or if they will need to go to Verizon and buy a new sim. I checked Verizon's site but can not find any info. Anybody know about this?

I am also interested in the answer to this question. It seems like the answer would be "yes" since it sounds like SIM cards can't be reprogrammed after activation ("burned" is the term I've seen used). Can anyone confirm either way?
