My company gave me a new iPhone so I want to sell my personal one that still has a balance on my Apple Card via monthly installments. If I sell it, will the buyer be able to activate it? It’s technically an unlocked phone.

The reason I ask is Apple makes you pay your entire balance (including other monthly installments), just to pay off the device.
 
I don't see a problem. As long as you clear the phone from your Apple ID and reset it so that there is no passcode, the buyer should be able to activate it.
