….before handing it over to the guy I'm selling to?

I know I have to put in my Apple ID info before it will d-load and install 10.9.

Will there be any issue with him switching it over to his account or anything?

I've done this a couple of times recently.
Both were friends who had a poor internet connection. I installed 10.6 and updated to 10.6.8, then upgraded to Mavericks - using my friend's AppleID.

The reason? The Mavericks install would then be linked to YOU, and may cause the user a problem with a re-download, or even updates, in the future.
Much better to avoid that by using your friend's AppleID to download free software, if the computer will belong to them.
(Yes, I have the Mavericks installer on USB, too - but decided the full download was a better option for the selling systems - just my choice)
And, both friends got systems that were already set up, and up-to-date at the time.
 
Yep, that's pretty much exactly what I was wondering about.

Probably better to leave the fresh 10.6.8 on there and let him deal with 10.9
