can the iphone send and recieve picture mail. mine is jailbroken but not sure what application if any will do this! please help me

If you mean MMS, then the answer is no, but since yours is Jailbroken I think I'm right in saying there is an app called swirlymms or something like that.

ive never been able to figure out how to use swirlymms. you need to type in some sort of password to make it work and i never get it right. the thing with using them as email is not all phones have that capability.

You can actually send an email to a cell such as 773XXXXXXX@messaging.nextel.com and they will receive it as a text and they could reply back to you as well. I use to do it with a couple of friends when I had a SK.
 
i meant do you use nextel if you dont have nextel.
example sprint, t mobile or whatever
