Does anyone have any suggestions to a non-developer on how to set either of these up or can recommend a work-for-hire individual who can do it.

I have created 4 html templates and have 300k contacts within 9 different email lists, just don't know how to implement either API into a server, if that's even needed.

Thanks! P.S. YouTube and their docs are not helpful.
 
Mandrill is more of a transactional email provider, so you'll probably want to look at their marketing focused product MailChimp instead. SendGrid offer both under the same name so you'll want to be looking at the marketing features to learn more about it.

As you already have lists of contacts and email templates, it should be as simple as importing the contacts, uploading the templates and creating the campaigns then once you're set click send.

For what it sounds like you want to do you won't need to look at the API, it should all be doable from the web interface. Do make yourself aware of the various spam laws though, most of these email services have strict terms and conditions.
