Can you not send a message via voice only? Anytime I initiate a message via Siri, it brings up a prompt of a microphone that you must tap to start dictation. Is there way to initiate the dictation without pressing the watch?

You can say "Tell Suzie I'm on my way" and it will text "I'm on my way" to Suzy. Is this what you want?
You don't even have to hit send. Just lower your wrist when you finish and the watch will send it.

Maybe I am initiating it wrong. I go "Hey Siri, send text to Mr. So and So" it pulls up the prompt that requires a tap to dictate.
 
On the Watch app on your iPhone, go to Messages -> Dictated Messages

Here you'll find options for what to do by default when sending a message to someone. I believe the default is Transcript, which will immediately start listening and convert your message to text. Other options include "Audio" or "Transcript or Audio". It sounds like maybe yours is set to the latter and so it waits for you every time to see which method you want to use? That's my guess anyway.
