What about the AT&T 5S?

mentioned many times thruought this phone.

if you buy it full price "device only" then yes it will be unlocked when you restore in iTunes. If you buy it under contract, no.

This applies to phones at the apple retail store. AT&T stores probably won't sell you a phone outright without a contract.
