after updating to 15.4 this is what I’m getting. Is there a way to fix this problem? Would the new version (15.5) fix this problem?

Yes. Would waiting for 15.5 fix this problem? It’s much better to just reinstall 15.3.2?
 
Apple updated Sequoia to 15.4.1 this should fix this exact issue. So recovery or usb installer method should work.
 
Doing so would just allow me to just reinstall the os, erase the disk, restore from Time Machine. I need the computer to boot up after installing 15.4
 
Correct. Update was released yesterday. Lets see if Apple already updated the recovery download to 15.4.1.

How long does it take before apple updates the version found under recovery mode? This is just frustrating
If you're referring to Internet Recovery, Apple Silicon Macs don't use Internet Recovery like Intel-based Macs. There are up to three hidden recovery partitions on your Mac that install the same or older version of macOS. If none of those recovery partitions work, then you need to do a DFU restore.


In this case, you should be able to fix it by using a bootable USB installer containing 15.4.1. If you don't have another Mac to create the installer, you'll have to find someone who does, or take it to an Apple Store / repair shop for them to update it for you.

finally apple updated the version of sequioa on recovery mode. I was able to boot up now. Thanks for your help

15.4.1 was the key. after installing it via recovery mode. I downloaded the latest version and I created a boot disk right away.
