after updating to 15.4 this is what I’m getting. Is there a way to fix this problem? Would the new version (15.5) fix this problem?
How long does it take before apple updates the version found under recovery mode? This is just frustratingCorrect. Update was released yesterday. Lets see if Apple already updated the recovery download to 15.4.1.
If you're referring to Internet Recovery, Apple Silicon Macs don't use Internet Recovery like Intel-based Macs. There are up to three hidden recovery partitions on your Mac that install the same or older version of macOS. If none of those recovery partitions work, then you need to do a DFU restore. How long does it take before apple updates the version found under recovery mode? This is just frustrating

In this case, you should be able to fix it by using a bootable USB installer containing 15.4.1. If you don't have another Mac to create the installer, you'll have to find someone who does, or take it to an Apple Store / repair shop for them to update it for you.
