Sequoia disabled iCloud syncing on MacBook Pro

After upgrading to Sequoia v15.01 iCloud syncing has been disabled for the following:
  1. iCloud Drive
  2. Passwords & Keychain
  3. Notes
  4. iCloud Mail
  5. Contacts
  6. iCloud Calendar
  7. Reminders
  8. Safari
The button labeled "Sync this Mac" is greyed out. Also, the dialog has the message "This setting has been configured by a profile". I do not have profile on my M1 MacBook Pro 16.

Any feedback would be greatly appreciated.
