Back in September, I went swimming in the sea with my Series 3 watch and about an hour later it just turned off.

Initially I thought the battery had run out but when I took it back to charge, the Apple logo would show and would go into a continuous boot loop and not get anywhere.

The back of the watch gets very hot during charging.

What is the likelyhood that the device is fried vs just needing to replace the battery?
Is it worth trying to fix or just cutting my losses?

I'd say it's more possible that sea water made it inside the device and damaged it. Sea water is extremely corrosive and if it did enter the watch and has been in there for the amount of time your talking about it won't be fixable.
