Am I reading Apples site correctly? If you want a stainless steel series 4, you have to pay the extra to include cellular capability? I have no interest in that but only the aluminum cases seem to be GPS only?

As mentioned above, it was that way with the S3 before the S4 was announced. So yes, you do get the capabilities but do not have to activate it during checkout (or ever for that matter). I am sitting here with my 2 day old watch with no cellular on it.
However, I want to point out that the price difference includes the cellular capabilities, but you are also getting a better screen and casing than the aluminum. So the cost is not just in cellular, but other features of the watch as well. I was in the same boat as I imagine you are - want stainless steel, but have zero desire for the cellular. After thinking it through and through leading up to the S4 release, I came to the conclusion above.
