I would like to buy a refurbished series 7 to go with my iPhone SE (2016) which can`t go further than iOS 15.7. Series 7 was WatchOS8 which is fine with iOS 15. But what would happen if the watch has been already updated to WatchOS9? Will it be set back for tethering to the iPHone or is there a danger that it can`t be tethered?

there is no way to downgrade a watch to a previous version.

so there's no way to pair a watch that's been upgraded to watchOS 9 to a phone can't run iOS 16.
 
Well, then I have to see, what OS is installed, and perhaps will have to send it back, if OS 9 is on it.
 
It should come with Watch OS 8 and work fine with Apple Watch 7. The AW 7 refurb page says this:

“Apple Watch Series 7 require an iPhone 6s or later with iOS 15 or later.”​

It arrived and was on 8.6, so I was lucky. It was from a reseller, not Apple, so I was not sure if the previous owner had gone to 9 already. Everything works fine so far.
