...seriously? iOS 8.1.2, and this UI glitch still exists? Uncool.

Had the same issue, but restarting didn't fix it for me.
What did fix it was turning on and back off 'Reduce transparency' (Settings -> General -> Accessibility -> Increase contrast -> Reduce transparency). No restart required...
 
I've encountered that issue 3 times. Once on my mini 2 just within weeks of first getting iOS 8, then randomly a couple months ago on some 8.1.x build, it showed up on my mini 2, then on my iPhone 6 a day later. Restart has fixed it all 3 times.
 
Yeah, I've had that too. iOS 8 must be the buggiest new version yet, especially on new devices (iPhone 6/6+).

Astounding how quickly the quality of iOS has declined in terms of bugs and QA, even from just iOS 7. It can start to feel like you're having to fight it and use workarounds as opposed to the OS getting out of your way to focus on the task at hand.
 
Another UI glitch. How's that for quality control? This happened after turning off and then back on, the screen rotation lock.
