So i got "service battery" warning on my mba mid 2012 (only 165 cycles) and i read on some forum that this warning would automaticly slow down macs CPU. Is that 100% true? Anybody have any info about that?

Apple's laptops that have removable batteries run at half speed without a battery. I assume a similar thing happens with computers with built in batteries, but Apple has never documented it.
