Set a password for pdf

Mac mini 2018 running up to date Mac OS. When I download a pdf file for example my energy bill and open it in Mac OS, it won’t let me set and save a password to protect the file. But, I can set a password for that same file on my iPad using pdf expert. Does anyone know why Mac OS won’t set a password but iOS will?
