set up as new phone doesn't create a back up??

So my brother never backed up his phone, broke the screen, then wanted to back it up before he got a new one. he set it up as a new phone, and it did the syncing and everything and when he came with the new phone to restore it from this mornings back up, there was no back up there.

Any ideas? does setting a new phone up not create a back up???
