I am wondering if it is possible to customise my sync settings such that they sync over wifi only in certain locations?

Here's my current situation:

I have an iPhone 5s on a carrier which has very weak or no signal at my workplace (intend to change carriers later this year). I also have a wifi-only iPad mini and a Macbook air. I use them at work, and rely on a Mifi device (with a 5gb / month data cap) to supply an internet connection to all my devices at my workplace.

However, my devices have many settings which are set to sync and / or download whenever connected to a wifi connection. So if I record a video on my phone, it starts uploading to icloud photo library once it gets connected to my mifi device, which quickly chews through my data. Or I open Overcast to play a podcast and it starts downloading new podcasts. Quite a few times, I have unwittingly exceeded my cap this way, resulting in quite hefty data charges.

So here's my conundrum. I want my devices to automatically connect to my wifi network at work, but I don't want all this crazy syncing processes to run. I want them to run only when I get home because I have an unlimited optic fiber connection.

Is there a way to enable this?
