Set up voicemail for family watch (user does not have iphone)

I have my son's watch SE 2 set up as a family watch on my phone... He does not have an iphone (but does have an ipad).... Currently using verizon as the cell service for the standalone watch..... I cannot figure out how to set up voicemail for him for when he gets calls on the apple watch? It always just says "the person you've called does not have a voicemail box set up" or something along those lines.
Is this possible? and anyone know how I go about doing it? I cannot find any option on the watch or on my phone's watch app... and searching online has taken me down a useless rabbit hole.

No did not think of that... Thought it would be similar to phone where you can just set it up on-device. I'll give that a shot thanks!
