No, it doesn't have the depth of Siri, but right now you can get the Vlingo app which is now free as of yesterday, and then use Activator to set it as what happens when you hold your home button. And then in Vlingo, set it so it will auto listen upon opening the app. This loosely mimics what Siri will do.

It's not nearly as advanced as Siri appears to be (and it doesn't speak back to you), but you can voice command texts, emails, find stuff on maps, do a facebook/twitter update, search the web, or voice dial someone.
 
I was actually just about to try this, I think it will work out really well without upgrading to the iPhone 4s.
