All Devices Set wallpaper as fit screen from screenshot results in grey bar on top on screen. Bug?

This happens to every my iOS device, iPhone 7 iPhone se ipad pro 10.5 iPad Pro 12.5

if it take screenshot in the device and set it as wallpaper as fit screen,there will be grey bar on top of screen. sometimes bar is thick, sometimes bar is thin.

is this bug in iOS 13? It happens since 13.2. And now 13.3 still happens.
