Macbook pro mid 2015 15" on 10.12.4. Only started after the recent update. In preferences I have location services for Time Zone turned off however I keep getting the icon indicating my location is being checked.
I have checked the option and then unchecked it followed by locking that preference pane and a restart. It still comes back on once every hour or so. Any ideas?
 
System Prefs -> Security & Privacy -> Privacy -> Location Services

There are probably other things using location services and this is where you can turn location services completely off, it's not just used for the time zone.

Correct. However, when you click the location icon when it appears at the top of your screen a pop up appears that lists the services using location. Setting Time Zone is listed. Additionally the location services are turned off in the preference panel.

As for the update: this bug/error/glitch also is present on my iPhone!
on iOS 10.3: Settings>Privacy>Location Services>System Services>Set Time Zone is OFF but still being used.

This just started happening to me after updating to 10.3.1 on my iphone6. I started to notice it because at night I turn my phone to airplane mode, then in the morning I would switch it on and I kept noticing the location service indicator going on! It was specifically for the time zone, which I have had turned off. It keeps tracking it! Have you figured anything out?
 
I am having similar issues. Sorry for the Danish language, but it "Indstiller tidszone" is just Setting Time Zone.

As you can see from the pictures i have turned off location for setting time zone, and yet the icon of location setting time zone still appears.. Very confusing to me, if anyone got any idea then please let me know.

I'm having the exact same issue after last updating my macbook air. Location services comes on every 20-30 min for about 60 seconds. It lists 'setting timezone' as the only thing using it. I have clock, timezone and everything else disabled in location services but the issues persists.

Any thoughts?

Same issue, same timeframe. Disabled everything relevant, but it still happens. Nothing in the Console at all to indicate what's happening.

I have the same annoying thing on my iPhone. Only activity under location services that show an arrow is Timezone - yet time zone in location service is turned off.

This behind happening in iOS 10.3.x.

I have not seen this on my mac though. But I'll check if I've just missed displaying it.

Edit: on my mac I had it on. But only for wifi and find my mac.
But I have Handover activated between my iPhone and Mac.
Could that be related?

Same is happening to me on my mid-2012 MBP, and I don't have an iOS device.
 
Still happens on 10.13, I had location services off for months due to this and re-enabled again last night, only to find out the bug is still present
 
Yep, still happens to me constantly, every 10 minutes, Macbook Pro, 10.13.
Using location services for "Setting Time Zone" is off in my settings but nevertheless, she persists.
 
Got almost the same problem. In my situation I have Calendar app always running. I guess it started with the last update...
