My elderly mother has severe hand disabilities and enough short term memory problems that she's unable to use an Apple TV, Google Chromecast nor an Android TV without the understaffed CNAs or family helping her. However, she loves it when we stream an old movie for her at the end of a visit.

What, if any, options are best for remote controlling a Mac or other device via a public wifi where I can't access the router to open ports?
 
So the Mac or similar is on a public Wifi, and you are geographically somewhere else, so in a different network, and want to remote control it? A Mac running Teamviewer might do the trick.
