setting up a proxy in X

I have several older macs networked and would like them to be on the internet, but only have access to one site. I plan on setting up a newer mac as a proxy server for all of them. A few questions:

1)Is it possible to create a proxy server in Panther?

2)In the proxy server, can i block all IPs but one?
