Setting up an iPad as a gift

Hi, I have got my parents and iPad for Christmas.
I would like to set it up under a new iTunes account for them and load it with free apps, contacts, as well as family photos from my iPhoto Library.
Can I set up an account for them? If my memory serves me correctly, does a new account require card details? Because I would love to load it with free apps but naturally I want it to be a Surprise Christmas Day and already pre set up etc.

You can set up iTunes account without credit card. Instructions here:

Photos -- does your parents have their own computer? If yes, and they try to sync the iPad to their computer, iTunes will throw up a dialogue asking if they want to delete or keep the photos, and it might be a bit confusing.

I'd also set up iCloud for them, and make sure iCloud backup and Find My iPad is turned on.
