My family needs help setting up Family Share after making quite a mess...

So all of their phones/iPads share the same AppleID, making it a pain to use Apple Music, and for anyone to get a new device. As soon as one gets one, we have to quickly shut off the "Send/Receive" on iMessages, photos combine between all devices (and anything deleted is gone on the other's).

Originally they did this because it was easier to sync their contacts and whatnot (mainly for when the younger siblings had an iPod or iPad). So can we setup their own AppleIDs on a Family Share plan without clearing their devices since all of the purchases and data was attributed to that single AppleID? I don't want them to lose all of their data or information, but we have to separate them at some point...
