The thick of it
Ever since the last OS point update, my MacPro boots with the “Setting up your Mac” screen. Every. Single. Time. And also the downloads folder, which I had removed from the dock long ago, is back in the dock and is now unremovable. This happened to me over a year ago and I ended up wiping the drive clean and reinstalling everything. But if I wanted to keep doing that, I’d go back to Windows.

Is anyone else having this problem? And ideas as to what’s going on?

I'm having the same issue. Updated my 2017 iMac 5k to High Sierra. Now every time I restart, it spends about 3-5 minutes at the apple/loading bar screen, then the "Setting up your Mac" screen before finishing at the Finder. When I have time I will try to do a reinstall of the whole OS. Will update if it fixes things.
