Settings crash when updating to iOS 8.3

Hi folks, I am trying to update to iOS 8.3 (from 8.2) on an iPhone 5c.

Here's my flow:
  1. Home Screen,
  2. Settings,
  3. Software Update,
  4. Install,
  5. Accept (and Accept again),
  6. -- Settings app crash --
  7. Home Screen again
It does not download then install as expected. Has anyone else experienced this, or, can anyone lend any advice?
