I seem to remember a setting where if my phone was ringing and I didn't answer it the ringing automatically got louder until I answered. I can't find this setting now. Does it still exist? Or is it not a setting and just the usual behavior? Is there a setting like this for alarms?

I've never heard nor seen of such a setting. Are you by any chance thinking of an Android or JB iPhone?

On second thought, I think I'm thinking of a time I used one of those computer programs to make your own ringtone out of a song and that was an option within the program. I wish a setting like this existed though! My old Samsung A767 might have even had such a feature.

Its an Android/Samsung thingy. Rings louder if you don't pick it up and starts off louder if the phone is in your pocket.
