just installed the PB on my M1 MBA yesterday and one of the first things to check out was the Settings app. Don't know whether I like the new "list form" or not, time will tell, and I will get used to it sooner or later.
But, apps now have "Settings" (vs Preferences) and those settings still have the old style vs "list format" - do we know whether this is due to early beta? Reminds me of posts I've seen re Win 11 still carrying over old control panel style settings. If it stays like that- bad implementation as a UI ...
 
Whatever comes after macOS Ventura will probably work toward making this aspect consistent. Although I still expect the file name extension that stores that information to be a .plist file.

Another thing to ponder — since Apple's slowly making things consistent between iOS, iPadOS, and macOS — is whether the Finder's days are numbered. Will Finder be replaced by a Files app for the Mac? Perhaps the reason it hasn't gotten a big overhaul on iOS & iPadOS is that Apple is still curating it for the Mac. Maybe the Finder is staying put... but you have to wonder since System Preferences became System Settings (which makes sense) Apple conceded renaming "Desktop Pictures" to "Wallpaper." 🤔

No chance. Apple has been very clear in numerous interviews that they want to “let the Mac be a Mac” and so forth with other devices.

Even if it were only a name change, Finder is a very clear reference to the function of said software. It encompasses more than simply ‘files’, and the likely reason why Apple chose the name Files for iOS is because that really is just a container for documents/files, in primarily single window experience devices.

well, IF Apple were to "cripple" Finder (take functionality away) - that would be the end of MacOS...

No way really. On the Mac you can access the filesystem, on i(Pad)OS you can't. They'll remain separate for years to come.
