iPhone Settings listed under background battery usage

Hi!

I have all background app refresh turned off and I'm signed out of iCloud. Why would "Settings" be listed under Battery Usage and especially it's showing background activity. Any ideas?

Music can play in background.Other apps/games can also play in background too..
