iPhone Settings opening itself?

Is anyone finding that they find settings already open when all apps were shutdown? I believe in one case this is happening after a nightly charge. I always shutdown everything and turn off phone before attaching to the charger. It has been happening on all versions of IOS 9 and I'm currently on 9.0.2. Also does anyone know if there is a fix insight for settings not opening at the top? Currently you have to scroll to top of the settings app to expose search and airplane mode.
