Setup an older iphone for Mother in law

My wife is getting an iPhone 5, we are going to pass her old 4s to her mother. It will be her first iPhone but she does have an iPad already. We have been filling her iPad from our itunes account and want to continue that with the phone. I would like to load up the phone from itunes and then send it out to her (she lives in another state) have her take the phone in and have her number activiated on the new phone. Is this doable or is something going to go crazy in itunes when i try to set it up as a new phone? I tried searching the forums here but did not get any kind of a good hit on the situation.
