I have a 16GB iPhone 3G I want to sell on Craigslist now that I have my new iPhone 4. What are the steps I need to take to wipe the iPhone and reset it? Do I need to take out the sim card?

YES YES YES!!! Take out the SIM card. Whoever buys the iPhone from you will need to get a new one.
Just reset your device under settings. That should remove all of your data. Backup first.
