iPhone 7/Plus Setup as new

so was having issues with my 7 plus and restored the phone and set up as new. I have my contacts and bookmarks back but my safari passwords seem to be lost. Keychain is on. Can anyone help me get them back or are they lost for good? I was told to start from new and not restore from a back up to see if my issues went away (which they now have). I usually know what I’m doing but this has floored me. Don’t even start me on the messages downloading from iCloud (been saying it for hours now and doesn’t seem to be moving), and manually downloading all my music (2000+)

If you didn’t previously do an encrypted iTunes backup, your Safari passwords on your iPhone will need to be reentered.

I did but couldn’t use the backup as was told to start from new to stop the issues I was having.
