Apps “Setup for a family member” with Cellular

Thinking of getting our daughter an Apple Watch cellular. She doesn’t have an iPhone, but has a cellular iPad with a phone connection. If I buy her an Apple Watch and use my phone to setup her watch for her
1. Will I be able to use her cellular connection on her Apple Watch?
2. Will her data go to her Apple Health account to be accessed later once she has an iPhone?

Thanks, I did search for this and didn’t come across this article. Apparently Family Setup must be explicitly allowed by the carrier and luckily our carrier supports this. Thanks

I’m serious, reply of the year.
My father in law has Parkinson’s and an Samsung. I wanted to give him an Apple Watch for fall detection.
This greatly helps.
I asked at the Apple Store and nobody knew.
I’ll be sure to return and let them know so they can help pitchers
