Setup screens after upgrade (here we go again)

I'm still trying to wrap my head around why, after an iOS update, we have to sit through logging into iCloud/Apple ID, enabling location services, Send/Don't Send data to Apple, FaceTime... you get the idea.

Shouldn't the phone be smart enough to just remember our pre-upgrade settings?
