Shake to Shuffle

When in the iPod and i shake to shuffle, why does the count start over at 1 instead of keep counting up? Im not really sure why it is like that and it get pretty annoying when you shake to skip a song and then once the next song is done it goes back to the on you skipped because it starts back at 1...

Are the ipod nanos like that too?
