Tragic. But as I look at this image I think of the timing and all the other factors that go into the perfect picture. This photographer was on the money, IMHO.
It's hard for me to imagine though, someone who runs to situations like this with camera in hand. It's like an ambulance chaser. But it's our only window to what is actually going on out there. On the one hand I hate the fact that the photographer was 'in their face' at that terrible moment, but on the other hand, how would I have known - if he wasn't
Those photographers must use some big zooms to go unnoticed. They'd have to. They need to respect the privacy of these people yet capture what is going on.
