Share Storage Plan not working

Trying to activate the new shared storage plan under the iCloud family setting and the button is doing nothing. There is a little spinner in the corner that turns for the moment but nothing actually happens.

Anyone else having this issue? I'm on iPhone 6 plus.

I just read this only works with ios 11 and MacOS High Sierra.
