iPhone Share suggestions email contacts disappear?

When I first start using iOS 13 on iPhone 11 the share suggestions would show email contacts and iMessage contacts. This was super helpful because I frequently email links to myself and my email contact would show up as the first share suggestion because I was using it often. Now my email contact never shows as a share suggestion, in fact no email contacts show, it only suggests iMessage contacts.

Any thoughts on how to get the email suggestions to show again?
