Shared PhotoStream not working

I have a 32GB 4S running iOS6 and I cannot get shared photostreams to work. I had to turn it on in my iCloud settings which was odd since my GF's 4 was defaulted to having shared photostreams On. But she never got the invite. I have sent the invite 7 times now with still no results. Any ideas? Maybe Apple's servers are just very busy? I have been looking forward to this feature since it was announced.
