I have scanned some documents into the Notes App but am unable to share the document via email. Is this because I have MS Outlook 2016 set as my default email client?
 
I believe the Share menu entry doesn't change from "Mail" when you set Outlook to the default, but it should now send it to Outlook. If not, there's always good old cut-and-paste and drag-and-drop.

Drag N Drop does not work.
 
That's odd (hope the other methods work for you). Don't know about Outlook, but with Mail you can create a new message and drag an item into its body, or just drag the item to the Mail icon on the Dock to have the same effect.

Does not work with Outlook. I guess I will have to use mail if I want to share notes.

Can you drag the scan (and not the note) to the Outlook message? Works for me with images in notes.
