I got problems with the printing from client over server in high sierra.

On the server ( macOS 13.1) I installed the printers (using the ldp-protocol) and shared them. When I try to add them on the clients ( Sierra and High Sierra) I get always this error:

... a error in the connection ...... @sserv._ipps._tcp.local

Is there any way to solve that problem?

Not doing any printing from 10.13 yet...

But I would try the other protocols: IPP and HP Jet Direct on the Server connected printers. In older OSes (and using older network printers), I have seen similar issues resolved by using HP Jet Direct on the Server printers...and then using Bonjour on clients.

If nothing else, helps with troubleshooting.

You might also fire up the CUPS web interface and look at the configurations...or perhaps re-add the printers on the server in CUPS instead of through the Sys Pref Pane.
