I may have missed it being mentioned.

Can a purchased app be used on more than one iPod, and if so, how do you get it loaded on the second iPod?

My understanding is that the apps work in the same way as downloaded music or other media. You can sync to several phones/iPods provided they are all yours. I've seen mention on developers' forums in relation to individual applications and this is the general message. I haven't tried it yet, though.
 
You can put one paid app on multiple iPods. I was unsure about this until I was able to put Super Monkey Ball on my iPod Touch and my step moms iPhone.

Anyone know if you have to do it through the same iTunes? I would imagine you would to avoid the spreading of apps.

My wife keeps her iTunes separate and it would be nice if there was a way to transfer somehow.
