I mean ~!@#$%^&*()_+{}|:"<>?

Specifically I have a case where I need to enter # and a few others a lot. I have to move the cursor around a lot as well and enter text of varying cases, so I can't just hold shift. Sticky keys does not speed things up.

This being a mac I'm sorta bummed option+modifier(shift, control, command)+caps lock doesn't turn it the modifier into a toggle.

ETA: Under "language and text" in system preferences I can set up substitutions, but this doesn't work across all apps.

I found this: http://doublecommand.sourceforge.net/ and it might work, but I'd prefer not to install more software.
