I stumbled upon Shine weather app ($0.99) through Daring Fireball. I must say, it is incredibly fast with a sensible UI that is very Tapbots like.
The app aims to provide only the most crucial information: temperature, rain probability, and wind speed for 7 days (and 3-hour increment for next 3 days). No Doppler radar, wind direction, visibility, rainfall, feels like temperature, UV, humidity (although I would much appreciate feels like temperature, UV, and humidity).

- Weak international cities (very few international cities and no extended forecast for those supported)
- 10+ days extended forecast
- iPad universal
- Cannot re-arrange entered cities (and no way of resolving of ambiguous city names, such as Springfield)
