Has anyone experienced this before? Also, this is my time if I am going to cancel and order the 15" to do it. Any thoughts or recommendations on upgrading to the 15" rMBP?

First if you can afford the 15in I would do it. Its much faster with 4cores over the 13in's 2 core CPU. Graphics are a bit faster and it comes with more ram stock.

That could have been caused but a lot of things. Maybe during finial inspection before they shipped it, it didn't pass so they had to re-build it. I know there are some wild fires going on affecting some FedEx facilities so that could be it. Or maybe even something like that taptic issue with the apple watch, got a bad batch of parts and had to re-order.

A base 15" will always be significantly faster than any 13" rMBP.

The 15" is a no brainer if you don't mind the size and weight. Some consider the 15" to be too big and heavy, but it's even lighter than the old 13" cMBP. Its certainly light enough that I take it with me every day with no issues.
